If that is a real simple on that you need, you should consider the Asset Management Module (used to be called "File Manager") - This is the module used under Admin/File Management.

You can add it to a page and go to its settings to make it point to a particular folder as the root of your module. Then you can add file to it and make them available to users.

I have just posted this week a video that is very close to what you need, although it is focused on file sharing, but it uses the same Asset Management module and I think it is worth your time to check it out. :

Sorry but I'm not aware of any free document management module that sends out email notifications.

You may want to check a paid one unfortunately. DMX is the best one.
