could it be, that the Video "How to allow a non-administrator user to add modules to a page in DotNetNuke - Video #126" is not more valid for DNN7?
Even you can place an admin module (e.g. Admin Tabs / Page Management) to any site and give it clear permissions, the access for non-admins is denied.

That video was added over 3 years ago and it is based on DNN 5 - It must be revisited at some point to reflect the most recent version of DNN.

Although it has been a while I thought it would be worth mentioning that I was about to revisit the video "How to allow a non-administrator user to add modules to a page in DNN" and then I realized that the video is still current.
The original post here is related to the fact that the Page Management module could only be used by admins which is still the case but it doesn't go against the video mentioned. Those are just 2 different topics.
