I've installed the latest version of DNN (8.0.4.226) and when I place module (zips) in the Install\modules folder and try to go here: 

"http://localhostdnnsite/install/install.aspx?mode=InstallResources"

I get a 404.  I, too, thought this had to do with the security vulnerabilities\issues that were found in the past, but it sounds like it should be working?  What am I doing wrong? 

This worked perfectly, great suggestion.  Just had to copy 3 files:

install.aspx, install.aspx.cs and DotNetNuke.install.config.resources

and it worked perfectly.  Hopefully this helps someone else, and I hope that eventually there is a more permanent solution.
